In 2014, the CDHS Division of Child Welfare and the Jefferson County Department of Human Services convened the Human Trafficking Task Group (HTTG) to develop a statewide child welfare response to human trafficking in Colorado. The HTTG is composed of representatives from state and local child welfare agencies, the Court Improvement Program, District Attorney's offices, Guardians ad Litem, researchers and advocates, academia and runaway and homeless youth providers.
The HTTG strategies are focused on the 4 “P’s” to develop an effective response to human trafficking: Prevention, Prosecution, Protection and Partnerships. A main focus of the HTTG is to inform the drafting of child welfare regulations to comply with the Preventing Sex Trafficking and Strengthening Families Act and the Justice for Victims of Human Trafficking Act.
