The Training Advisory Committee is charged with developing a report of its findings and recommendations by January 1, 2020. The report will be publicly available to the Health and Human Services Committee of the Colorado Senate, the Public Health and Human Services Committee of the Colorado House of Representatives, and the Colorado Joint Budget Committee, or any successor committees.
Announcement of Selection of the Training Advisory Committee Members (October 1, 2019):
The Department of Health Care Policy & Financing (the Department) is excited to announce the selection of sixteen members to the Training Advisory Committee at the end of September 2019. This Committee will serve for a period of three months and will be tasked with reviewing training and enforcement practices as outlined in Senate Bill 19-238. The Committee will conclude with the development of a report of its findings and recommendations by January 1, 2020. The report will be publicly available to the Health and Human Services Committee of the Colorado Senate, the Public Health and Human Services Committee of the Colorado House of Representatives, and the Colorado Joint Budget Committee, or any successor committees.

Training Advisory Committee meetings are open to the public with opportunity to provide comment. We invite participants to join via conference call or in-person at the below address.
All meetings will be held from 2:00 - 4:00 p.m.

In addition to the Training Advisory Committee, the Department, in partnership with the Colorado Department of Public Health and Environment (CDPHE), will be hosting five public listening sessions in regional locations across the state. We encourage all interested stakeholders to participate in one of these sessions to share thoughts and feedback.

On May 28, 2019 the Governor signed Senate Bill (SB) 19-238 into law. The bill requires that the Department of Health Care Policy and Financing and the Department of Public Health and Environment consult with stakeholders “to establish a process for reviewing and enforcing initial and ongoing training requirements” for home care agency employees. In addition, the bill requires the stakeholder group to “advise the Departments concerning the manner in which non-administrative employees will be notified of the compensation increases and minimum wage described in sections 25.5-6-1602 and 25.5-6-1603." [SB 19-238, 25.5-6-1604 Sections (1) and (2)]. The Departments of Health Care Policy and Financing and Public Health and Environment are collaborating on the implementation of the stakeholder engagement required by the bill.
