Proposal for Affordable Health Coverage Option

The Proposal for Affordable Health Coverage Option (HB 19-1004) requires the Department of Health Care Policy & Financing and the Division of Insurance to develop and submit a proposal to the General Assembly by November 15, 2019 concerning the design, costs, benefits, and implementation of a state option for health care coverage. This page will house background about the bill, stakeholder meetings, and other information as it becomes available.

Public Feedback

Our official comment period will close at midnight on August 31st, 2019.  Please submit formal written comments to HCPF_1004AffordableOption@state.co.us.  All comments received will be posted to this website.

Report Timeline

Stakeholder meetings and the open public comment period will conclude at the end of August.  Beginning September 1, the implementation team will begin drafting the report to the General Assembly, taking all stakeholder comment into consideration.  The draft report will be posted to the Colorado Register on approximately September 30 for public review and comment for a period of 2 weeks.  The implementation team will then take an additional month to finalize edits and deliver the report, on time, to the General Assembly on November 15.
