Governor Hickenlooper Signs Home Health Services Bill

Legislation allows Health First Colorado members to receive services in the community

Denver, CO - Today Governor Hickenlooper signed Senate Bill 17-091 into law which will allow Health First Colorado (Colorado’s Medicaid Program) members the option to receive home health services in the community. Previously, some members were only allowed to receive Health First Colorado home health services in their place of residence. The bill removes this restriction for home health services to comply with changes to federal Medicaid rules that allow for services to be delivered in the community as well as the members’ place of residence.

This legislation will increase access to public areas outside the home for Health First Colorado members who need assistance with activities of daily living, like assistance with self-care such as eating or using the restroom. The ability to receive services anywhere means the flexibility to participate more fully in work, education and recreation that takes place outside the home.

“This legislation is another example of how Colorado continues to improve person-centered care delivery to our members,” said Susan E. Birch, MBA, BSN, RN, executive director of the Department of Health Care Policy and Financing. “This is an important step in improving our members’ access to the care they need at work, school, and other locations in the community so they may have the opportunity to fully contribute and participate in public and private settings as all Coloradans do.”

The bill was supported by numerous organizations including the Home Health Association, the Colorado Cross Disability Coalition (CCDC), the Colorado Center on Law and Policy (CCLP), and the Colorado Academy of Family Physicians. The state must demonstrate compliance with this law by July 1, 2017.

Senate Bill 17-091 was sponsored by Senators Larry Crowder (R-Alamosa) and Dominick Moreno (D-Commerce City) and Representative Joann Ginal (D-Ft. Collins).
