William Kinnard, MD

 

Cecile Fraley, MD

Dr. Cecile Fraley is a board certified pediatrician and CEO of Pediatric Partners of the Southwest in Durango. She received her undergraduate degree from Stanford University and her medical degree from Case Western Reserve University. She completed her residency at Primary Children's Hospital, University of Utah. Dr. Fraley also provides medical services to adolescents as the Medical Director of the Robert E. Denier Youth Detention Center. Dr. Fraley enjoys all ages and aspects of primary care and brings a holistic approach to pediatric and young adult care.

Dr. Fraley is interested in regional health care. She has served on the Durango Network, Community Care Team, and Centura Mercy Regional Medical Center Boards. Dr. Fraley also serves on the Western Slope Provider Advisory Committee for the alignment of Rocky Mountain Health Plan (RMHP) and United Healthcare (UHC) as well as an American Academy of Pediatrics Colorado Board member. Dr. Fraley and her husband are delighted to live in Durango and ski, bike, and backpack, occasionally with their high-school-aged twins.

Barry Martin, MD

Dr. Martin is an Associate Professor of Clinic Services in General Internal Medicine at the University of Colorado Anschutz Campus where he provides primary care with a focus on adults with disabilities.  He also provides primary care and consultations to adults with Down syndrome at the Denver Health Pena Clinic and to adults with disabilities at Tepeyac Health.  He serves as Director of Medical Services for the Division of Regional Centers for the Colorado Department of Human Services.  Prior to joining the University of Colorado Department of Medicine he was the Vice President for Clinical Services at Stride Community Health Center.  Dr. Martin has served on the boards of directors for many local, state and national non-profit organizations.  Dr. Martin was one of the coauthors of the Global Medical Care Guidelines for Adults with Down Syndrome.   His advocacy and research efforts are directed to the health and health care of adults with disabilities.

Simon Hambidge, MD

Simon Hambidge, MD, PhD, is Chief Ambulatory Officer at Denver Health and the Chief Executive Officer of Denver Community Health Services (DCHS). A pediatrician by training, Dr. Hambidge was previously the Director of General Pediatrics for Community Health Services for 8 years. He is a Professor of Pediatrics at the University School of Medicine, and has practiced at Denver Health since 1997.

As DCHS CEO, Dr. Hambidge oversees a network of 9 community health centers and 17 school based clinics, which provide health care to over 150,000 patients, approximately one-fourth of the population of Denver. Denver Health's patients include over half of the Medicaid patients in the city.

Dr. Hambidge still provides limited clinical care in the Webb Center for Primary Care's Kids Care clinic. He has published numerous articles on topics such as vaccine safety and pediatric obesity. Dr. Hambidge serves on the Board of Directors of the Denver Health Medical Plan, the Colorado Community Health Network, the Community Health Association of Mountain and Plains States, and Reach Out and Read Colorado.

An Nguyen, DDS

Dr. An Nguyen is a graduate of Rhodes College, where she obtained a Bachelor's of Science in Biology, Saint Louis University, where she received a Master's in Public Health focusing in community health, and the University of Tennessee, College of Dentistry. She has spent the entirety of her clinical dental career in community health centers, serving as a staff dentist in rural Arkansas and, later, as the Chief Dental Officer at Sunrise Community Health in Northern Colorado. For the past six years, she has served as the Vice-President of Dental Services at Clinica Family Health Services in Boulder and Adams Counties, Colorado, where she has seen the program grow from a small, two provider practice to a robust, more integral part of the health center. She completed Johnson & Johnson's Healthcare Executive Program at UCLA in 2012, currently serves as a Board Member for National Network for Oral Health, and was appointed by the governor to the State of Colorado's Medical Services Board and the Caring for Colorado Foundation Board of Directors. Dr. Nguyen also serves as a preceptor for the University of Colorado, School of Dental Medicine's Advanced Clinical and Training Program. She has particular interests in dental quality, integrated health care, and population-based heath improvement.

Idalia Massa-Carroll

Idalia Massa-Carroll, Ph.D., ASPPB

Dr. Idalia Massa-Carroll is a board-certified bilingual (Spanish) Psychologist. She has over 20 years in the field of mental health starting her work with the U.S. Federal Government in 2001.  She is also credentialed under PsyPACT to practice across state lines. Dr. Massa-Carroll completed her post-doctoral training in Primary-Care Health Psychology at CU School of Medicine. A Doctoral degree (Ph.D.) at Texas A&M University, College Station, TX with an emphasis on Bilingual and Cultural School Psychology. Dr. Massa-Carroll received her Masters’ degree in Developmental Psychology at Columbia University, New York, NY; & her bachelor’s degree in psychology from the University of Puerto Rico, Rio Piedras campus.

She currently owns, Colorado Psychological Services, a private practice specializing in providing Health & Rehabilitation Psychological care to injured workers under the Workers Compensation system. She serves an Editorial Panel member for the American Medical Association, Guides to The Evaluation of Permanent Impairment.

In the past, Dr. Massa-Carroll worked for the Center for Mental Health Services (SAMHSA/DHHS) and the National Institute of Health (NICHD/NIH/DHHS).  She was a member of the DSM-5 Task Force supporting the development of the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition. In 2021, the Denver Business Journal awarded Dr. Massa-Carroll an Outstanding Women in Business. Dr. Massa-Carroll and her husband (a Durango native!) live in Arvada with their son and Golden Retriever.  

James McLaughlin

James McLaughlin is the Director of Community Paramedicine with Ute Pass Regional Health Service District (UPRHSD) and is affectionately known by most within the community as “Tiny.”  James has been involved with emergency medicine since 1991 and has been honored to serve the citizens of Ute Pass Regional Health Service District since 2008.  James has a Bachelor of Science in Business Administration from Colorado Technical University, focusing on International Finance, and is working on his Master of Science in Legal Studies from Albany Law School.  The UPRHSD Paramedic Advanced Care Team (PACT) that James leads seeks to maximize value to the community by leveraging underutilized resources to meet the needs of marginalized and underserved populations.  James is trained in Trauma-Informed Care, Motivational Interviewing (MI), and Crisis Intervention Team (CIT) interventions and is a certified level-three Crisis and Hostage Negotiator. In 2021, James was named the Colorado State Community Paramedic of the Year.  James currently serves as chairman of the Pikes Peak Community College Emergency Medical Service Advisory Committee, is a member of the Colorado Governor’s 27-65 Quality and Standards Board, and is a Board Member of the highly successful Teller County Mental Health Alliance.  James is an adjunct faculty member for Pikes Peak State College and the prestigious University of Colorado Health System.  James served as a firefighter paramedic for ten years Before joining the team at Ute Pass Regional Health Service District.  James served four years with the Office of Homeland Security, Disaster Medical Assistance Team (DMAT).  James is a former Boy Scout and Explorer Scout.
