DENVER — Wednesday, July 12, 2017 — Gov. John Hickenlooper announced Boards and Commissions appointments to the Colorado Agricultural Development Authority, Coal Mine Board of Examiners, Fire Service Training and Certification Advisory Board, State Board of Water Well Construction and Pump Installation Contractors, and Wine Industry Development Board.

The Colorado Agricultural Development Authority makes financing available to farmers and other agricultural enterprises through the sale of bonds.

For a term expiring June 30, 2021:

  • Hannah Denelle Wilks of Arvada, a Democrat, to serve as a member with knowledge of agricultural activity in the state, and who shall represent the various agriculture operations and geographical regions of the state, appointed.

The Coal Mine Board of Examiners prepares and conducts examinations for all applicants to positions in coal mines that require certification under federal law. The Board issues certificates of competency to those who qualify. The Board also provides assistance in developing curricula for coal miner training programs.

For a term expiring July 1, 2018:

  • Geral Justin Fedinec of Craig, to serve a coal mine owner, operator, manager, or other mine official actively engaged in surface mining, reappointed.

For a term expiring July 1, 2021:

  • Michael Gregg McFarland of Dolores, to serve as a coal mine owner, operator, manager, or other mine official actively engaged in underground mining, reappointed.

The Fire Service Training and Certification Advisory Board establishes a fire service education and training program and procedures and criteria for certification of firefighters.

For a term expiring July 1, 2018:

  • Mark David Carlson of Castle Rock, to serve as a representative from the property and casualty insurance industry, reappointed.

For terms expiring July 1, 2021:

  • John Swan Bennett of Telluride, to serve as a fire chief/training officer from a career fire department and as a member from a county with a population of 15,000 or less, reappointed;

  • James Steven Klug of Greeley, to serve as a representative of a fixed facility dealing with hazardous materials, appointed;

  • Gregory J. Ward of Loveland, to serve as a representative of local law enforcement, appointed.

The State Board of Examiners of Water Well Construction and Pump Installation Contractors has general supervision and authority over the installation of pumps and pumping equipment and the construction and abandonment of water wells statewide. The board also licenses and regulates persons and firms engaged in the water well construction and pump installation contracting business.

For a term expiring June 30, 2021:

  • Keith Branstetter of Hayden, to serve as a well construction contractor, reappointed.

The Wine Industry Development Board encourages and promotes viticultural and enological research and experimentation for the maximum production and quality of wine produced in the State of Colorado. This includes the marketing of wines produced in Colorado and as an asset to the state’s tourism program.

For terms expiring July 1, 2021:

  • Guy F. Drew of Cortez, to serve as the western slope, outside the Grand Valley winery, representative, appointed;

  • Neil Gilbert Jaquet of Palisade, to serve as a wine producer, reappointed;

  • Douglas Ronald Kingman, PMP, CPIM of Denver, to serve as a representative of a licensed winery in the eastern slope, reappointed;

  • Bret Lee Neal of Cedaredge, to serve as a representative of a licensed winery in the Grand Valley viticultural area, reappointed.
