State Revolving Fund annual eligibility survey
The State Revolving Fund (SRF) eligibility survey process is conducted in May through June each year. The survey is currently closed.

The purpose of the survey is to identify the 20-year capital improvement needs of all publicly owned water and sewer systems, private not-for-profit water systems and publicly owned stormwater systems throughout Colorado. The program also provides funding for non-point source projects. All municipalities, counties, water and sanitation districts, nonprofit water systems and other special districts are encouraged to participate on an annual basis to have needs listed in the following year’s Intended Use Plan(s).
Completion of a survey is the first step towards obtaining funding. It is not an application for funding and it does not obligate an entity to apply for financial assistance; however, identifying capital improvement projects is a required prerequisite of securing funding offered through the SRF programs. SRF loans and grants cannot be extended to applicants who have not responded to this important survey.

Beginning in 2018, PDF form usage will go away and the survey will be web based, housed in the new Colorado Environment Online Services (CEOS), accessible through any internet web browser.
