BIRTH CENTER means any public or private health facility or institution which is not licensed as a hospital or as part of a hospital and provides care during delivery and immediately after delivery for generally less than twenty-four hours. Among other requirements, the Birth Center must provide that there shall be on file in the center an agreement with an ambulance service (air or ground) for emerging transfer of patients to hospitals The division conducts licensing surveys for compliance with state regulations and investigate any complaints filed against one of these providers.
