Electricians and plumbers must obtain a state license to work in Colorado. Electrical and plumbing apprentices, and electrical contractors, are required to register with the Board.

SALES TAX? Contractors are considered to be the consumer of the materials used in their work and so should not obtain a Colorado Sales Tax License. Sales or use tax must be paid on all purchases of building supplies, tools and other goods used in your contracting business.

Supplies may be exempted from local sales tax, if the contractor presents the building permit to show that the appropriate local taxes have been or will be collected by the building department.

If you contract with a tax-exempt organization (including government agencies) your purchases of building supplies for that contract will not be sales taxable. You must obtain an Exemption Certificate for each tax-exempt project from the Department of Revenue.

If you are a contractor who also purchases building supplies specifically for resale and not for your own use in your contracting work, you must obtain a Colorado Sales Tax License and collect and report sales tax on those retail sales. You may also need a city sales tax license for the city in which your retail business is located.

OSHA's Directorate of Construction provides workplace safety standards and regulations to ensure safe working conditions for the nation's construction industry. OSHA has numerous reference materials on their web site relating to safety equipment, standards, and training, for residential construction and a variety of construction specialties.

Local Licensing Authorities

To determine whether you will need a license, you must contact the building department in EACH city in which you will have a job. The types of contracting licenses and the requirements for licensure vary a great deal from city to city. Requirements may include an application and license fee, references, proof of experience, examination, bonding, or proof of liability insurance.

If the construction job is in an unincorporated area of a county, you must call the county building department or the county clerk to determine if there are any requirements. The requirements may include building permits, local codes or building inspections.

If doing construction involving streets, water, or sewer lines, contact the local public works department.

NOTE: The only construction trades licensed by the state are electricians and plumbers. General contractors and all other subcontractors are not licensed by the state or federal government; HOWEVER, many of the cities and towns in Colorado do issue contractor's (and subcontractor's) licenses.
