Colorado businesses with unclaimed property from customers are required under the Unclaimed Property Act to turn over those assets to the Colorado State Treasurer. (38-13-101 though 134, C.R.S.)
The Unclaimed Property Act includes a 5-year "reachback" provision for all holders. In the year you first report unclaimed property, you must report unclaimed property which was "presumed abandoned" during the previous 5-year period. You may use on-line reporting forms.

No license required, but contracts between finder and recipient are NOT valid for the two years immediately following state acquisition of unclaimed property.
