State regulation of milk safety is equal to or more stringent than federal regulations. State regulations follow the 1992 Pasteurized Milk Ordinance, and FDA regulation.

Dairy Plant License ($10) needed for any facility receiving, selling, buying or handling milk or cream including dairy, creamery, ice cream factory or cheese factory.
For dairy farms, plans are required to be submitted on new construction or major remodeling of dairy barns and approval from CDPHE is required before the commencement of dairy product production.
Contact division for fees and specific regulations
Imitation dairy products are also under Health Department regulation.
The sale of raw milk in the state of Colorado is illegal.

NOTE:  Dairy plant license not required if located in a licensed food service establishment. Contact your local health department.
