Under the Federal Meat Inspection Act, the Poultry Products Inspection Act, and the Egg Products Inspection Act, FSIS inspects all meat, poultry, and egg products sold in interstate commerce and reinspects imported products, to ensure that they meet U.S. food safety standards.
Under the FSIS rule on Pathogen Reduction and Hazard Analysis and Critical Control Point (HACCP) systems, each meat and poultry plant must develop and implement a written plan for meeting its sanitation responsibilities and develop and implement a HACCP plan that systematically addresses all significant hazards associated with its products. In addition, all slaughter plants must regularly test for generic E. coli to verify their procedures for preventing and reducing fecal contamination--the main source of bacteria that cause human foodborne illness. Raw products from slaughter plants and plants that grind meat and poultry are subject to Salmonella testing by FSIS.
Submit a building blueprint for approval. Apply for approval of labels. Apply for grant of inspection.
Need permit from state or county covering sewage and removal of inedible products.

Meat processor plants must be federally or state inspected. Certification agent (grader) must be on hand during all phases of production

Slaughter License: Class I ($50 yearly) up to 1000 cattle Class II ($75 yearly) 1001 to 5000 Class III ($100 yearly) 5001 and over

License to operate sales barn or ring, public livestock market is $100 yearly.

Starting in 2010 these fees will be waived and it would only be necessary to have a brand inspection from the local inspector

OSHA requires employers to follow certain practices to address hazards in the meat packing industry, including control of ergonomic hazards to prevent cumulative trauma disorders, and machine guarding and personal protective equipment to prevent cuts.
