Gov. Polis appoints district court judge in 1st Judicial District

DENVER — Gov. Jared Polis today announced the appointment of Robert Charles Lochary of Golden as a district court judge in the 1st Judicial District. His appointment is occasioned by the resignation of the Honorable Dennis Hall.

Lochary is a municipal court judge in Lakewood and the technical director of the National Center for State Courts, positions he has held since 2012 and 2018, respectively. As a municipal judge he presides over criminal cases involving adult and juvenile municipal code offenses, traffic, zoning, animal, and sales tax violations. As a technical director, he advises the National Center for State Courts staff in Bangladesh and Washington, D.C., regarding provision of United States assistance to Bangladesh’s anti-terror tribunals. Previously, he was a justice advisor with the U.S. Department of State, Bureau of International Narcotics & Law Enforcement in Afghanistan, senior justice advisor for the Justice Center in Parwan (2010-2011, April-May 2012, 2014-2015), section leader for the Afghanistan Justice Sector Support Program (2008-2009), regional director for the American Bar Association (ABA) Rule of Law Initiative (2006-2008), country director and criminal law liaison for the ABA Central European and Eurasian Law Initiative (2002-2006), and a deputy district attorney in the First Judicial District Attorney’s Office (1993-2002). Lochary earned his B.S. from Southern Illinois University in 1985 and his J.D. from the University of Denver Sturm College of Law in 1993.

Lochary’s appointment is effective immediately.
