October 15th, 2007 Minutes of the Senate Bill 91 Task Force
SB07-91 Task Force on Renewable Resource Generation Development Areas
State Capitol, Denver, Colorado
And announcement of upcoming meetings:
• November 5, 1:30 – 4:00. Work Group meeting at NREL Visitors Center.
• November 19, 1:30 – 4:00. Tri-State Generation and Transmission Association.
o Final meeting
o Review progress since the October meeting
o Receive public comment
o Complete the TF work
Attendance: Fifteen members of the sixteen member Task Force (Glenn Gibson, Dan McClendon, Barbara Walker, Craig Cox, Rick Gilliam, Richard Smart, John Bleem, Ron Lehr, Tony Frank, Ron Larson, Frank Prager, John Nielsen, David Hurlbut, Mac McLennan, and Morey Wolfson). There was one excused absence (Sam Mamet).
The meeting was convened at 1:30 p.m. by Task Force Chairman Dan McClendon. Mr. McClendon welcomed the SB07-091 Task Force (TF) and members of the audience (about 5 people, who introduced themselves). The TF approved the draft agenda. The TF then approved the minutes of the September 10 Task Force meeting and the minutes of the September 18 and October Work Group meetings. The budget was then referenced and displayed on the screen, with a reference that there have been only minor changes. The budget was approved. The TF then reviewed the proposed agenda, and approved it.
Mr. Wolfson then quickly reviewed the purpose of SB07-91. There were not questions or additions. He then reviewed the September 18 and October 1 TF Work Group meetings at NREL. He and Dave Skiles, GEO contractor, then discussed the Draft Generation Development Areas. A shorthand of the progress follows:
• Regarding Wind - Draft GDAs have been substantially identified.
• Solar - Draft GDAs have been substantially identified
• Geothermal – Defining GDAs for geothermal is challenging
• Hydroelectric – Defining GDAs for hydroelectric is under way.
• Biomass – Defining GDAs for biomass is under way.
• Ethanol – Defining GDAs for ethanol is challenging
Fine tuning of GDAs will take place at the November 5 Work Group meeting.
The group was then briefed on new work to be produced by NREL
• Capacity and energy modeling for central solar power and wind
• Continuing work on exclusion areas
• Summarize areas after screening
• Estimate installed capacity
• Estimate renewable generation
Following a break, the TF reviewed a draft outline of the Final Report. Mr. Wolfson distributed CDs of the draft outline of the report, encouraging the TF Members to please make modifications, additions, deletions, and recommendations for improvements. He encouraged the TF members to email or bring edited CD with additions, deletions, suggestions in red ink.
The following anticipated expenditures were presented: prepare, design work, print report, web work, DVDs postage: $9,000. He then presented a tentative direction for the printed report:
• Text rich with hyperlinks
• 8½” x 11”
• Four color
• Approximately 70 word document pages
• Printed on recycled paper, soy ink
• Two column format
• State shop given first option to do the design and print work
• Will contain both illustrative graphics (small) and review maps (half page or larger)
o Spiral bound
o 200 copies (Legislative leadership, Governor, agencies, TF Members, contributors, etc.)
He then presented a tentative direction for other media:
• Produce large posters of the maps that can be placed on easels
• Produce many 650MB CDs (in a cardboard sleeve)
• Host the report on the GEO site (next slide shows placement)
• A section on the GEO site will be dedicated to the maps
He then presented a preliminary Table of Contents.
He said that the time line for review of the Final Report will be at the following upcoming meetings:
• November 5, 1:30 – 4:00. Work Group meeting at NREL Visitors Center.
o Bring maps, charts, narrative, for editing of draft final report.
• November 19, 1:30 – 4:00. Tri-State Generation and Transmission Association.
o Final meeting, review progress since the October meeting, receive public comment, complete the TF work.
He reiterated the critical path for delivery of the report:
o Late November and early December- Staff prepares final deliverables for TF approval (via email).
o December 31- Deadline to submit report to the Legislature and Governor.
Following the review of the draft outline, there was a public comment period. Comments included statements from wind developer Chris Rundell, and Logan County Commissioner Gary Beedy, and hydroelectric power developer Mark Morley.
This was followed by announcements of upcoming events and publications, including:
• Transmission White Paper by Colorado Energy Forum
• October 19- Geothermal Investor’s Forum, DMEA, Montrose
• October 24-26 – Colorado Utilities Efficiency Exchange Conference, Aspen
• October 30- New Energy Economy Conference
• The first meeting of the Colorado Clean Energy Development Authority to be held on Thursday, November 1, at 9:00 a.m. until noon at the Legislative Services Building, 14th Avenue and Sherman Street.
