New Energy Economy Development (NEED) Grant Program

The American Recovery and Reinvestment Act (ARRA) presents an extraordinary opportunity to strengthen Colorado’s New Energy Economy and will create new green jobs across the state. The GEO will use ARRA dollars to eliminate barriers to energy efficiency and renewables for homeowners and businesses. Part of this effort includes the New Energy Economic Development (NEED) Grant Program.

These grants provide funding to advance energy efficiency and renewable energy for commercial and industrial projects, including residential applications, throughout the state of Colorado. These funds will target investments in energy efficiency and renewable energy installations that create jobs in Colorado and reduce carbon emissions.

This round of NEED grant funding is now closed. We anticipate another round of grant funding in early 2010. Please remember to sign up for our E-Newsletter for more details.

Performance Contracting Program

The GEO is currently seeking partners that are interested in Performance Contracting options for commercial buildings. Qualified Energy Conservation Bonds

Colorado State and local governments, colleges and universities, and qualifying quasi-governmental organizations are now invited to apply for a Qualified Energy Conservation Bond (QECB) volume cap allocation. The GEO expects to award a minimum of $9,000,000 and a maximum of $45,000,000 in allocations statewide. The GEO is accepting project applications in two categories; (1) for capital expenditures incurred for the purpose of reducing energy consumption in publicly-owned buildings by at least 20 percent and (2) for green community financing programs. Large local governments who have already received a volume cap allocation may also submit an application for an additional allocation. Visit the QECB page for more information and an application.

Small Hydro Program

The GEO offers funding and technical assistance for feasibility studies for small hydro projects. If you are interested in applying for feasibility study funding, please indicate your funding needs in the Interest Form found on the Small Hydro Program page.

Weatherization Training and Technical Assistance Services

The GEO is accepting proposals through a Request for Proposals (RFP) process from entities that can provide weatherization training and technical assistance services to the GEO Weatherization Program partner agency personnel. Training will result in the certification and/or competency assessment of participants for specific training components. Respondents to this RFP should address all training components. Offerors that do not have expertise in each training component are encouraged to seek qualified partners. Funding for this work is provided by the American Recovery and Reinvestment Act (ARRA) of 2009. Please note that GEO staff cannot discuss this solicitation with any entity that intends to submit a response. Refer to the solicitation for information about how to communicate with the GEO about this opportunity. The solicitation can be accessed by clicking here and selecting "Governor's Energy Office".
