The Governor’s Biofuels Coalition Funding Application
Thank you for your interest in the Governor’s Biofuels Coalition (GBC) program. In order to expand the availability of alternative fuels to consumers in Colorado, the GBC is offering funding to qualifying retail and local government fueling stations. This funding was provided to the GBC by the U.S. Department of Energy (this is not American Recovery and Reinvestment Act funding). Please review this section where you will find application materials and a Support Matrix, which outlines the criteria for qualification.
The Support Matrix identifies the key factors that the coalition may consider when determining the amount of funding it will grant. It is used as a guide for determining funding amounts, and does not capture all the considerations made during the project review. Key considerations for funding will include, but are not limited to:
- For E85, the flex fuel vehicle population
- For biodiesel, the diesel vehicle population
- Location of the station in relation to where biofuels infrastructure is needed
- Whether E85 and biodiesel will be offered at the same station
- Demonstration of an established fuel partner
- Proximity and access for fleets and consumers that will use biofuels
Types of fuel and funding maximum funding amounts are as follows:
- E85 - $25,000 maximum
- Biodiesel - $10,000 maximum
- E85 & Biodiesel - $40,000
Applications for Funding In addition to the application below, The Department of Energy and The Governor's Energy Office (GEO) require that a National Environmental Policy Act (NEPA) questionnaire be completed and submitted. By applying for these funds, the project leader agrees that the NEPA forms will be completed prior to station construction beginning, therefore it will not be necessary to provide the NEPA documentation when submitting the application.The GEO provides the NEPA questionnaire below so that project leaders understand the required documentation prior to applying. The GEO and its partners will provide guidance and some assistance in completing the forms, but is it the responsibility of the project leader to complete when required. Please review and understand the entire application and all of the attachments before deciding to apply.
