Resources for Program Participants
These documents are intended for use by the GEO’s Performance Contracting Program participants and pre-approved ESCOs. Other organizations that choose to use them should do so at their own risk. These documents are vetted through the Attorney General's office and the State Controller and represent the industry standard.
Facility Information:
- Facility Information Request Form (DOC 614 KB) - This document will guide you through the process of gathering information the GEO will need to assist you: a list of buildings, your annual energy bill and information about planned and recent efficiency upgrades.
Memorandum of Understanding:
- Facility Owner's Memorandum of Understanding (DOC 103 KB) - This document will establish that your agency is partnering with the GEO’s Performance Contracting Program to receive assistance throughout the performance contracting process.

Additional Sources of Funding
The energy savings from a performance contract can pay for many efficiency improvements. To successfully implement higher capital intensive measures, additional sources of capital may be necessary. Possible additional funding sources include:
- Your electric, gas and water utilities may have incentive programs to help you pay for efficiency improvements. Your ESCO can identify and apply for efficiency incentives as part of the performance contracting process.
- The Department of Local Affairs (DOLA) Energy and Mineral Impact Assistance Grant is a potentially viable resource for no-cost grant funds. Your ESCO can explore and apply for these funds, with funding cycles open three times per year.
- The Colorado Carbon Fund supports new, verifiable, greenhouse gas reduction projects that are developed in Colorado.
- Xcel Energy’s Standard Offer Program - Xcel Energy provides rebates for technical energy audits (TEA's) and the installation of bundles of energy conservation measures. If there are projects where this would be appropriate, customers should contact their Xcel Energy account manager to start the preapproval process or contact Tami Gunderzik, Standard Offer Program Manager at 612-330-6686 or tamara.gunderzik@xcelenergy.com.
- If you have an adequate capital budget, your own funds can be used to fully, or partially fund the cost of your investment in energy upgrades. By investing these dollars, you will effectively pay pennies on the dollar for the improvements because the generated energy cost savings will fund all or a portion of the upgrades.

State support for performance contracting
The State of Colorado encourages the use of performance contracting for state and local governments. Performance contracting is an important vehicle for achieving the goals of the Colorado Climate Action Plan, and is encouraged through executive orders and state statutes.

- Performance contracting is a key vehicles for meeting the goals for energy use reductions called for in the Colorado Climate Action Plan. Access the Climate Action Plan in the Publications Section of this website.
- Greening Government
- Colorado’s 4,100+ state-owned facilities used $38 million in energy during state fiscal year 2004-05 figures. A 20% across-the-board reduction in energy use will save an estimated $7.6 million per year. Colorado has already taken significant steps in this direction, particularly under Executive Order D 014 03 "Energy Performance Contracting to Improve State Facilities," which requires state departments to initiate performance contracts as feasible.
