The Governor’s Energy Office (GEO) offers assistance to Colorado state, county and city agencies, and education facilities including higher education, public K-12, and special districts. Other types of organizations are encouraged to use the resources on this website, but at this time, additional services cannot be provided by the GEO. To express interest in these services, please Contact Joel Asrael, program manager, at joel.asrael@state.co.us

  • Assistance Throughout the Process: The GEO offers assistance throughout the performance contracting process to state and local governments, higher education institutions, and public K-12 schools.
  • Energy Service Company (ESCO) Pre-Approval: The GEO screens and pre-approves ESCOs annually to make it easier for you to find the right partner for your project. See a list of pre-approved ESCOs here.
  • Performance Contracting Resources: The GEO provides document templates for the performance contracting process as well as information about additional funding opportunities.
