State Funded Projects
Senate Bill 07-51 and Senate Bill 08-147 require that all new facility, addition, and renovation projects that are funded with 25% or more of state funds are required to conform with the High Performance Certification Program (HPCP) policy adopted by the Office of the State Architect (OSA) if the following applies:
- The new facility, addition, or renovation project contains 5,000 or more of building square feet, and,
- The project includes an HVAC system, and,
- In the case of a renovation project, the cost of the renovation exceeds 25% of the current value of the building.
The HPCP requires that projects achieve the highest possible LEED® certification with the goal being LEED Gold. More information on the HPCP policy, including summaries, FAQs and project forms can be found at the Office of the State Architect’s Energy Management Programs Web site.
In addition to State of Colorado departments, agencies and institutions of higher education, the HPCP policy affects eligible projects funded by the following state agencies:
- The Department of Local Affairs: Local Government Energy and Mineral Impact Assistance Fund and the Division of Housing
- The Colorado Department of Education: Division of Public Schools Capital Construction Assistance Division
The Governor’s Energy Office (GEO) is working closely with these agencies to implement this policy in a consistent and successful manner. This includes trainings and workshops to agency staff, direct technical assistance to projects through the High Performance Building Program, and outreach efforts to promote awareness of the policy throughout the state.
