New Construction & Major Renovation

The Office of State Architect establishes the standard that governs the design and construction of state-assisted facilities funded for new buildings or substantial renovations as part of the Colorado High Performance Certification Program (HPCP).  The policy covers the building process from initial facility master planning to final long-term operation and maintenance of buildings.  The policy is designed to be compatible with national standards while maintaining regional values, priorities and requirements.  Controlled maintenance projects and similar narrowly focused repair projects are exempt from registration/certification per this policy but each project should be designed and constructed per this policy’s goals.

The Governor’s Energy Office is available to assess agency needs and requirements, and in conjunction with the agency energy manager, initiate a building construction or renovation.
