Jennifer
Okes

Jennifer
Okes is
a Colorado
native and
has proudly
served the
citizens of
Colorado
for over 16
years.
After
graduating
with honors
from the
University
of Colorado
in Boulder
with a
degree in
Finance,
Jennifer
began her
career in
1990 at the
State
Auditor’s
Office.
Jennifer
worked at
the
Auditor’s
Office for
almost
seven years
where she
managed
performance,
information
systems,
and process
re-engineering
audits.
Jennifer’s
experience
as a
Managing
Legislative
Auditor has
shaped her
professional
core values
and she
continues
to focus on
identifying
operational
efficiencies
and
improving
the
effectiveness
of state
government.
Her first
job in the
Executive
Branch was
at the
Colorado
Department
of Human
Services,
Office of
Information
Technology
Services
where she
worked for
approximately
2 ½ years.
Jennifer
provided
financial
management
and
budgetary
oversight
for $30.5
million of
annual
appropriations
for this
Office. In
addition,
she oversaw
the
development
of system
development
methodology
standards
and the
implementation
of a data
administration
tool. Next,
Jennifer
worked for
the
Governor’s
Office of
State
Planning
and
Budgeting
as the
Budget
Manager for
over two
years. In
this role,
she
coordinated
the
development
of
statewide
common
policies
and managed
the budget
analysis
function
which
evaluated
department
budget
requests
and
developed
the
Governor’s
annual
budget
request.
She also
provided
internal
financial
management
for the
Office.
Most
recently,
Jennifer
moved to
her current
position of
Chief
Financial
Officer for
the
Department
of
Personnel &
Administration
in 2001. In
this role,
Jennifer
works
closely
with the
Executive
Director to
provide
strategic
management
and
direction
for the
Department
and its
various
divisions
and
programs.
Given the
global
organizational
view of her
position,
Jennifer is
often
called upon
to present
and defend
programmatic,
legislative,
financial,
and
budgetary
information
on the
Department
and its key
initiatives.
In addition
to the
department-wide
responsibilities
described
above, the
CFO is
responsible
for leading
and
directing
the
Financial
Services
and the
Information
Technology
Units
within the
Department
to produce
a
comprehensive,
systematic,
and unified
approach to
financial
management
and to
provide the
necessary
technology
infrastructure
for the
Department.
This
includes
developing,
defending,
and
implementing
the
statewide
common
policies
for use by
all state
agencies.
These
statewide
common
policies
include
Total
Compensation
(Salary
Survey,
Achievement
Pay and
Bonus, and
Health,
Life,
Dental)
recommendations,
Data Center
rates and
the GGCC
cost
allocation,
ALJ cost
allocation,
Communication
Services
cost
allocation,
Multi-Use
Network
rates and
cost
allocation,
Capitol
Complex
rates and
cost
allocation,
Risk
Management
(Property,
Liability,
and
Workers’
Compensation)
allocations,
and Fleet
Management
vehicle
lease line
allocations.
Finally, in
2006
Jennifer
also
assumed the
position of
the
Director of
Central
Collection
Services
(CCS), the
state
agency that
collects
accounts
for over
600
different
state
agencies
when those
accounts
become past
due.
Jennifer is
a member of
Colorado
Fiscal
Manager's
Association
and
Colorado
State
Manager’s
Association
and has
held
numerous
leadership
positions
in the
Information
Systems
Audit and
Control
Association
and was a
Certified
Information
System
Auditor for
several
years.
During her
career,
Jennifer
has
received
numerous
awards and
accolades
from her
colleagues,
customers,
and
management.
