The Colorado Employee(EMPL) system is the central Human Resources
system for the State of Colorado. It's primary function is the
capture and storage of all employee and position information.
Complete history is maintained for all employee, position, and job
class activity.
The EMPL system is designed to conform to appropriate statutes,
rules, and procedures for personnel activities within differing
jurisdictions of the state. It supports the Colorado Legislature,
the State Personnel Board, the Judicial Department, and all other
government entities which oversee personnel activities. The EMPL
supports 27,000 classified employees and 10,000 Judicial and
non-classified employees.
EMPL is an in-house developed system operating in an ADABAS/Natural
environment. Real-time interfaces are supported with both the
Colorado Payroll Personnel System (CPPS)
and the Applicant Data System (ADS).
