CPPS - Colorado Payroll System

The Colorado Payroll Personnel System(CPPS) is the payroll system for the State of Colorado classified personnel system. In addition to classified employees, CPPS is also responsible for payroll processing for Judicial and the Community Colleges.

CPPS is a real-time online processing system which allows for immediate updating of the employee database either through direct interfacing with the Colorado Employee System (EMPL) or directly through the CPPS screens. Transactions for payroll processing i.e. refunds, additional payments, time reporting, balance adjustments, etc. are input via the online system and stored for overnight processing.

The online system consists of inquiry and update screens for employee and benefits information, inquiry for payroll history, time entry, payroll transactions, and a manual check writing system.

Each night the CPPS system will process and report on the activity of the day. Payroll transactions will be edited and stored, pending payroll processing. Reports will be generated for all changes to the employee database and payroll transactions.

Payrolls are processed overnight on either monthly or bi-weekly payroll schedules. Each payroll will calculate the employees pay on an exception time or positive time basis and produce reports for the payroll officers. Payments are generated either through Electronic Funds Transfer or the issuance of a State of Colorado warrant. Currently, approximately 97% of all employees are paid through the EFT procedure.

All employee benefit information is entered through the CPPS online system and stored on the employee database. Monthly, all payroll benefits deductions are accumulated and reported to the appropriate insurance carrier.

CPPS is currently responsible for approximately 37,000 active employees. In 2001, CPPS printed and reported on over 51,000 W2's.

The CPPS system utilizes the INTEGRAL In-Trust system, release 9.5, operating in a COBOL/CICS/VSAM environment, modified specifically for the needs and requirements of the State of Colorado.
