EMERGENCY HOMELESS SHELTER

WHEREAS, there are an estimated 5,792 people who are homeless on any given day in the six county Denver metropolitan area, including 1,931 children; and
WHEREAS, the existing emergency shelter space for families with children in the Denver metropolitan area is currently over capacity and cannot accommodate the emergency shelter needs for this population; and
WHEREAS, the availability and accessibility of a safe emergency shelter are critical issues to the safety and well being of homeless families with children; and
WHEREAS, 37% of homeless families with children served at the temporary shelter last year originated in the City and County of Denver, 10% originated in Adams County, 18% originated in Arapahoe County, 16% originated in Jefferson County points to a need for each county to take responsibility for serving the needs of homeless persons from
WHEREAS, the state desires to participate in the creation of a temporary facility to shelter homeless families with children during the cold weather months by working with local governments and non-profit organizations.

NOW, THEREFORE, I, Roy Romer, Governor of the State of Colorado, under and pursuant to the authority vested in me under the Constitution and laws of Colorado, DO HEREBY ORDER THAT:

  1. A state building shall be made available at the Fort Logan campus from December 14, 1998 through April 30, 1999 for the purpose of providing emergency shelter and services to homeless families with children. Rent and utility costs including all electrical, heat and water services will be covered as an in-kind expense by the State of Colorado.
  2. The Director of the Colorado Coordinating Council on Housing and the Homeless shall participate in the coordination and oversight of the establishment and administration of a temporary family shelter.
  3. Local governments are encouraged to contribute funding towards the operation of a temporary family shelter to meet the needs of homeless families from their communities.
  4. The National Guard shall be made available to provide overnight security each evening from 6:00 p.m. to 8:00 a.m. from December 15, 1998 through April 30, 1999. One guard will be paid each evening from funding received for administration of the shelter.
  5. In accordance with the County’s approval, the Colorado Department of Human Services shall provide the necessary accounting function to transfer TANF dollars to the contracted agencies providing shelter operation and services. Local participating counties, who have agreed to support the financial administration, will allow the State of Colorado to hold back unexpended TANF funds. The Division of Aging and Adult Services through Supportive Housing and Homeless Programs shall contract with an experienced shelter provider for the daily administration of the facility.
