E X E C U T I V E O R D E R
ALAMOSA RIVER WATERSHED RESTORATION TASK FORCE
| WHEREAS, |
the Alamosa River Watershed in Conejos County is of major
importance to the residents of the Alamosa River Watershed and to the State of Colorado;
and |
|
| WHEREAS, |
the community has developed a grassroots Alamosa River
Watershed initiative with community goals for the watershed that include agricultural
water supply for irrigation, domestic water supply, fishing, wildlife, recreation, flow
and flood management, cultural pride and subsistence, riparian habitat improvement and
management, and stream stabilization; and |
|
| WHEREAS, |
the State of Colorado and its respective agencies support the
achievement of the community goals for the watershed and is willing to help identify and
assist in accessing financial and technical assistance to help the community achieve its
goals for the Alamosa River Watershed; and |
|
| WHEREAS, |
the achievement of the community's vision and plan for the
Alamosa River Watershed includes addressing many issues including water quantity, water
quality, river restoration, flood control, restoration of native vegetation and
elimination of noxious weeds, acid mine drainage, and completion of the remediation at the
Summitville Mine. |
NOW, THEREFORE, I, Roy Romer, Governor of the State of Colorado, under the authority
vested in me by the Constitution and the laws of the State of Colorado, DO HEREBY ORDER
AND DIRECT THE FOLLOWING:
- The Alamosa River Watershed Restoration Task Force is hereby established.
- The Alamosa River Watershed Restoration Task Force shall consist of the following
representatives:
- thirteen (13) representatives from the Alamosa River Watershed including a
representative of the Conejos Board of County Commissioners, the Alamosa/La Jara Water
Conservancy District, Valle del Sol and ROAR (Restore Our Alamosa River), the Alamosa
River Watershed Project, the Summitville TAG, Rio Grande National Forest/BLM, the local
Natural Resource Conservation Service, Rio Grande Water Conservation District, and five
community members; and
- the executive directors or their representatives from the Colorado Department of Natural
Resources, the Department of Public Health and Environment, the Department of Local
Affairs, the Department of Agriculture, Colorado State University, the U.S. Army Corps of
Engineers, the Office of the State Engineer, the Colorado Water Conservation Board, The
Nature Conservancy, the Regional Administrator of EPA, and Great Outdoors Colorado.
- The Alamosa River Watershed Restoration Task Force shall, through a professionally
facilitated process, complete its report and recommendations to the Governor and the
organizations identified in this Executive Order within six months. This shall include the
development of an action plan building upon earlier efforts for the entire reach of the
Alamosa River Watershed that identifies:
- the management goals (e.g., agricultural water supply, domestic wells, flood control,
fishing, minimum stream flows, wildlife and recreation);
- the action items necessary to achieve those goals;
- the assignment of organizational responsibility and timelines for the completion of each
of the action items identified;
- the identification of financial and technical resources that might be accessed to
complete each of the action items identified and the responsible party for pursuing such
funds; and
- the existing and ongoing efforts of the Alamosa River Watershed Project.
- The Alamosa River Watershed Restoration Task Force shall also make recommendations on
the actions necessary to continue the efforts of this Task Force beyond the expiration of
this Executive Order.
- The actions of the Task Force are not intended to replace or diminish on-going locally
led river restoration efforts.
- The term of this Task Force shall be for one year unless otherwise extended by
executive order.
