E X E C U T I V E O R D E R

COLORADO STATEWIDE INFORMATION INFRASTRUCTURE TASK FORCE

WHEREAS, development of a statewide information infrastructure that connects urban and rural communities throughout the state and is accessible to citizens, state and local government agencies, school districts, institutions of higher education, public libraries, the state judicial system, health care providers, and entities involved in economic development is critical for the continued well-being and economic advancement of the state; and
WHEREAS, a statewide information infrastructure will provide Colorado's state and local governments, educators, public libraries, health care providers, businesses, and citizens with connections between and among institutions of higher education, school districts, public libraries, public hospitals, courts, and government offices; and
WHEREAS, such infrastructure will support distance learning, telemedicine, economic development, and enhanced citizen access to government information; and
WHEREAS, such infrastructure will increase efficiencies and pollution prevention through the deployment of information services that reduce the need to travel long distances for education, health care, government services, and information and will eliminate distance as a factor that detracts from an individual's quality of life; and
WHEREAS, such infrastructure will offer growth opportunities for existing education, health care, and business institutions regardless of geographic location; and will enhance the position of the state as an international source of education, information access, health care, business, and economic development; and establish Colorado as a leader in providing an open access information superhighway; and
WHEREAS, technology is an integral part of the day-to-day business of government; and
WHEREAS, substantial investment in technology infrastructure will be required; and
WHEREAS, substantial inefficiencies and unnecessary costs result from purchasing technology on a department-by-department basis; and
WHEREAS, technology can be used to provide a more citizen friendly government; and
WHEREAS, through aggregating demand at the state level, with planned and coordinated purchases of telecommunications technology by all state departments, institutions, and agencies , the state can take advantage of economies of scale and assume the role of an "anchor tenant" in encouraging private sector investment in the infrastructure adequate to provide state-of-the-art telecommunications services throughout the state.

NOW, THEREFORE, I, Roy Romer, Governor of the State of Colorado, under the authority invested in me by the Constitution and the laws of the State of Colorado, DO HEREBY ORDER THAT:

1. The Multi-Use Network Task Force is hereby established.
2. The Multi-Use Network Task Force shall consist of the following membership:
A. At least one representative from the following departments shall be appointed by the Governor based on recommendations from the Executive Directors: the Department of Personnel/General Support Services; the Department of Corrections; the Department of Human Services; the Department of Labor & Employment; the Department of Natural Resources; the Department of Public Safety; the Department of Revenue; and the Department of Transportation.
B. Up to three representatives shall be appointed by the Governor from the Department of Higher Education.
C. The membership composition of this task force may be modified by the Executive Director of the Department of Personnel/General Support Services.
3. The Multi-Use Network Task Force shall:
A. Encourage the aggregation of the state's purchases for telecommunications services; and
B. Promote the compatibility of equipment and software among state departments, institutions, and agencies, thus facilitating the sharing of information; and
C. Encourage private telecommunications carriers to invest in the infrastructure necessary to link a series of aggregated network access points (ANAPs) located in each county and additional points as determined into a statewide, state-of-the-art information network; and
D. Report periodically to the Governor on its progress towards the goals outlined above; and
E. Engage other departments, agencies, and institutions in supportive roles in the process, as appropriate; and
F. Coordinate with other public entities to achieve the overall goals of this executive order.
4. All state departments, institutions, and agencies should be encouraged to cooperate and provide timely information requested by the Multi-Use Network Task Force to aggregate statewide telecommunications technology purchasing.
5. The Department of Personnel/General Support Services shall maintain a central data base and clearinghouse for current telecommunications standards that may be established and for other information that may be helpful to the managers of all state departments, institutions, and agencies in the use and purchase of telecommunications technologies.
6. The Executive Director of the Department of Personnel/General Support Services, or the Executive Director's designee, shall chair this task force. The chair shall be responsible for communication between the Task Force and the Governor.
7. The Task Force shall terminate on December, 31, 2002, unless otherwise directed by the Governor.
