E X E C U T I V E O R D E R

Colorado 2000 Council

WHEREAS, technology is an increasingly integral part of the day-to-day business of government and industry; and
WHEREAS, computer programmers, in order to reduce the need for expensive computer memory, developed the convention of storing dates by using only two digits to represent the full year. As a result, many computer systems may not be able to recognize the millennial change and may no longer function properly after December 31, 1999; and
WHEREAS, year 2000 related failures could lead to chain reactions that cross diverse service sectors; and
WHEREAS, it is in the best interest of all Colorado's citizens to prevent any possible discontinuation of critical public and private services due to the year 2000 date change; and
WHEREAS, successful planning for the year 2000 date change will require the extensive sharing of knowledge and resources among public and private industries.

NOW, THEREFORE, I, Roy Romer, Governor of the State of Colorado, pursuant to the authority vested in me under the statutes and Constitution of the State of Colorado, DO HEREBY ORDER THAT:

1. The Colorado 2000 Council is hereby established to facilitate the coordination, communication, and synchronization of year 2000 preparedness strategies among critical government and industry service sectors within the State.
2. The Colorado 2000 Council shall:
A. Create a single forum where "critical service sectors" can communicate their respective year 2000 interdependency concerns. For the purposes of this order, critical service sectors are entities that are integral to the delivery of services necessary to maintain the life, health, safety and welfare of the citizens of Colorado.
B. Provide a forum where coordination of year 2000 solutions and synchronization of contingency planning efforts can take place.
C. Prepare and maintain a Colorado 2000 program plan and schedule.
D. Communicate program status on a regular basis to the Governor and to CEOs of the participating sponsor organization.
E. Promote public-private partnerships to resolve year 2000 issues within Colorado.
F. Act as an information clearinghouse to interested parties on the overall progress of coordinated year 2000 efforts in Colorado's critical service sectors.
G. Gather and coordinate year 2000 information from entities within Colorado's critical service sectors.
3. The Colorado 2000 Council shall originally consist of at least ten members to be appointed by the Governor.
A. At least one member will represent each of the nine critical service sectors identified below.
1) Communications, such as telephone, radio, television, and mail;
2) Distribution, such as food and gasoline;
3) Energy, such as electricity and gas;
4) Finance, such as banks and credit unions;
5)Government, such as federal, state, city and county;
6)Health, such as hospitals and emergency services;
7) Public Safety, such as police, fire, sheriff, state patrol and national guard;
8) Transportation, such as ground, air and rail;
9) Water, such as fresh and waste;
B. The tenth member will be the Executive Director of the state department of General Support Services or the Executive Director's designee.
C. From among these members, the Governor shall name two members to serve as co-chairs of the Council.
1) One co-chair shall represent the public sector and the other co-chair shall represent the private sector. The public sector co-chair shall be the member representing General Support Services.
2) The co-chairs shall be responsible for communication between the Council and the Governor.
D. Decisions regarding enlarging the size of the Council and/or replacing any of the original ten members shall by accomplished by majority vote of the Council.
E. Unless otherwise determined by majority vote of the Council, appointed members shall serve for the life of the Council.
F. The Council shall terminate on December 31, 2001; unless otherwise directed by the Governor.
