FOR THE TRANSFER OF FUNDS FROM THE U.S. DEPARTMENT OF
HEALTH AND HUMAN SERVICES TO THE OFFICE OF ENERGY CONSERVATION

WHEREAS, the U.S. Department of Health and Human Services is the recipient of funds under the Low-Income Home Energy Assistance Act of 1981 (P.L.97-35); hereafter referred to as the Low-Income Energy Assistance Program (LIEAP); and

WHEREAS, the Colorado Department of Human Services is the recipient of funds for the LIEAP Program; and

WHEREAS, the Low-Income Energy Assistance Act of 1981 allows up to 15 percent of the funds to be used for low-cost residential weatherization or other energy related home repair for low income households; and

WHEREAS, it has been determined that the provision of low cost residential weatherization services will provide long range benefits for Colorado's low income population; and

WHEREAS, the Office of Energy Conservation is best able to use the Weatherization funds to serve Colorado's low-income population;

NOW THEREFORE, I, Roy Romer, Governor of the State of Colorado, under the authority vested in me by the Constitution and the laws of the State of Colorado, DO HEREBY ORDER THAT:

1. The Office of Energy Conservation is designated as the responsible agency to administer a low-cost weatherization program.

2. The low-cost weatherization program shall be administered in accordance with all federal laws and regulations.

3. The Office of Energy Conservation shall receive $2,348,964 from the Colorado Department of Human Services.
