| WHEREAS, | the Western Governors University is a virtual university that will provide students with an easily-accessible, affordable, practical, and quality education that students may use to earn degrees or certificates or simply take individual classes via the Internet; and |
| WHEREAS, | the Western Governors University will offer programs of other colleges and corporations and programs that the university creates from which students may earn degrees or certificates based upon their demonstrated competency; and |
| WHEREAS, | the Western Governors University, because it is offered over the Internet, will benefit Colorado taxpayers by providing additional higher education services without the additional expense of facilities which would require significant capital investment and energy-related costs; and |
| WHEREAS, | the state receives federal funds and oil overcharge settlements specifically designated to support energy efficiency programs; and |
| WHEREAS, | those funds are all custodial in nature and not subject to legislative appropriation; and |
| WHEREAS, | these funds are administered by the Colorado Office of Energy Conservation pursuant to Executive Order D0030 90, signed by the governor on August 29, 1990; and |
| WHEREAS, | the Western Governors University will reduce the growth in energy demand and promote the use of energy efficiency by decreasing the need to commute to and from institutions of higher education, particularly in sparsely populated areas of the state, which are missions consistent with the Colorado Office of Energy Conservation. |
NOW, THEREFORE, I, Roy Romer, Governor of the State of Colorado, by virtue of the by the authority vested in me under the Constitution and laws of the State of Colorado, DO HEREBY ORDER THAT:
