The "Ludlow Massacre"

Governor George A. Carlson instigated labor reform in Colorado as he began his term as governor in 1915. Below is a letter from him to members of President Wilson's Colorado Coal Commission illustrating his commitment to improvements in the relationship between labor and business. Patrick Gilday was a national mediator in labor disputes and was involved with the United Mine Workers Association. Seth Low was chairman of the Federal Commission on Industrial Relations.
