Executive Orders from the Administration of Governor Bill Owens 1999-2005

(DENVER) - Gov. Bill Owens has appointed seven members to the state's Charter School Institute Board.

The Charter School Institute was created under a new state law, HB 1362, enacted by the State Legislature this year. The legislation was sponsored by Rep. Terrance Carroll (D-Denver) and Sen. Peter Groff (D-Denver).

The mission of the Institute Board is to foster high quality public school education through charter schools and to provide an "alternative mode" of authorizing charter schools.

The bill authorizes the Institute to "assist school districts in utilizing best practices for chartering schools and to approve and oversee charter schools in districts not desiring to do so themselves."

Owens made the following appointments:

• Peggy Kerns of Aurora, serving as a member with detailed knowledge of charter school law;
• Dean Titterington of Englewood, serving as a member with financial mangement expertise;
• Ben Alexander of Montrose, serving as a member with board or public service experience;
• Christine Howard of Louisville, serving as a charter school board member;
• Christopher Leland of Colorado Springs, serving as a charter school board member;
• Craig Bowman of Aurora, serving as a member with experience as a public school teacher; and
• Terri Rayburn-Davis of Littleton, serving as a member with curriculum and assessment expertise.

The terms for Kerns and Titterington expire July 1, 2005; terms for Alexander, Howard Leland expire July 1, 2006, with the remaining appointments expiring July 1, 2007.

The Commissioner of Education, Bill Moloney, made the final two appointments to the nine-member board. Moloney appointed Alex Medler of Boulder and Tina Leone of Colorado Springs.
