OWENS APPOINTS JOSEPH RALL 
TO THE MEDICAL SERVICES BOARD

DENVER – Governor Bill Owens recently appointed Joseph F. Rall of Florence to the Medical Services Board.

Joseph Rall will serve as a representative of the Third Congressional District to the Medical Services Board. He is currently the county commissioner for Freemont County. Rall is a board member for the St. Thomas More Hospital Foundation. He is also the current director for the Fremont Community Foundation and the vice-chairman for the CCI Health and Human Services Steering Committee. Rall received his bachelor’s degree from the University of Southern Colorado.

The Medical Services Board is comprised of nine members who serve four-year-staggered terms and need Senate confirmation.

The board adopts rules and regulations that govern the operation of the Colorado Medicaid Program, the Colorado Indigent Care Program, the Adult Foster Care Program and the Home Care Allowance. The regulations adopted by the Medical Services Board direct Colorado’s efforts in defining eligibility and benefits for these programs, the rights and obligations of clients receiving benefits and the payment of vendors providing healthcare services. The Medical Services Board also provides advice and consultation to the State Board of Human Services in connection with the administration of the Old Age Pension Health and Medical Fund.
