GOVERNOR APPOINTS TWO NEW MEMBERS TO MINED LAND RECLAMATION BOARD

DENVER  -  Governor Bill Owens appointed two new members to the Mined Land Reclamation Board: Jack Starner of Delta and Joe R. Janosec of Craig.

"Both Jack and Joe bring a good deal of experience with them to the Board," Owens said. "They will serve the citizens of Colorado well."

Jack Starner will serve as a representative of the mining industry. Starner owned and managed Delta Sand and Gravel Company from 1972 to 1998. He is a member of the American Institute of Mining and Metallurgical Engineers and past president of the Colorado Ready Mix Association. Starner has his bachelor's degree in engineering from the University of Wyoming.

Joe Janosec will serve as a representative of conservation. Janosec is a rancher and Moffat County Commissioner. He is the vice chair for Colorado Counties Inc.'s Western District. Janosec received his bachelor's degree in science and math from the University of Northern Colorado and his master's in education administration from the University of Wyoming.

Ira J. Paulin of Holly was reappointed to serve as a representative of agriculture. As a farmer and rancher, Paulin owns and operates a large wheat farm near Holly, Colo., and is a partner of a 15,000-acre cattle ranch near Lamar, Colo. He is vice president of the Prowers County Grazing Association. Paulin received his bachelor's degree in physiology from the University of Kansas.

The Mined Land Reclamation Board is responsible for regulating surface mining by reviewing, issuing and enforcing mining and land reclamation permits for all Colorado mines. The Board also ensures that mining operations are conducted according to environmental regulations and requires and oversees the return of mined land to uses beneficial to the State of Colorado.

The Board consists of seven members, five of whom are appointed by the Governor and confirmed by the Senate, serving four-year terms.
