Executive Orders from the Administration of Governor Bill Owens 1999-2005

DENVER – Governor Bill Owens today issued his first policy executive order since being sworn in last Tuesday, adopting a Code of Ethics for the Executive Department. The code establishes clear guidelines on the receipt of gifts, speaking fees, and payment of expenses, and requires disclosure of most gifts or benefits.
Those who serve the people of Colorado as public officials should do so with integrity and honesty, and should discharge their duties in an independent and impartial manner," said Owens. "This code of ethics requires a high degree of disclosure in my administration."
Owens appointed five prominent Coloradans to sit on the Code of Ethics Board, which will oversee the administration of the new code. Owens appointed Timothy M. Tymkovich of Broomfield as chairman; John A. Harpole of Littleton; Andree Krause of Pine; Eugene L. Copeland of Denver; and David B. Wilson of Lakewood.
Tim Tymkovich clerked for Chief Justice William H. Erickson of the Colorado Supreme Court and practiced law for Davis, Graham & Stubbs from 1983 to 1989. He served as Solicitor General for the State of Colorado from 1991 to 1996 before becoming a partner in the law firm of Hale Hackstaff Tymkovich ErkenBrack & Shih, L.L.P.
Eugene Copeland is senior vice president and general counsel for Security Life Reinsurance and has also served as general counsel for ING U.S. Holdings Inc. for 15 years.
John A. Harpole is president and founder of Mercator Energy, Inc. and has served as vice president for Alta Energy Corporation.
David Wilson has been an attorney with Holme Roberts & Owen since 1986 specializing in commercial and employment litigation.
Andree Krause currently serves as district director for Congressman Tom Tancredo and served for several years in the same position for Congressman Dan Schaefer.

In addition to the code of ethics, the Owens’ Administration has conducted a credit check and background check on all cabinet officials and senior staff.
