Rules and Rulemaking The State Personnel Board adopts rules and the State Personnel Director adopts administrative procedures (also known as rules) that apply to the Colorado state personnel system on topics such as compensation, selection and status, leave, performance management, corrective and disciplinary actions. The Board and the Director adopt rules through a formal rulemaking process. The Executive Director of the Department of Personnel & Administration also adopts rules that apply to the State Risk Management Program. The first step is a written notice submitted to the Secretary of State’s Office announcing the date, time, and location of a public rulemaking hearing and the changes under consideration. Proposed Board or Director's language for changes and a Board or Director's statement about the basis and purpose for changes are made available prior to a public hearing. Interested persons can attend a public hearing and testify about proposals. Final adopted rules are then published.
