Job Evaluation

The State of Colorado’s job evaluation system measures work content against four job-related factors - decision-making, complexity, purpose of contact and line staff authority - to distinguish groups of jobs and the level of individual job assignments, and to place individual positions into job groups. The system consists of class descriptions, broad ranges of like jobs categorized into eight occupational groups and subgroups.

Our Compensation Team maintains the system through periodic system maintenance studies (SMS), structured reviews of part or all of the system, and publishes SMS results and proposed changes to the system in its Job Evaluation Letters. The team also provides technical guidance on the state’s job evaluation system, including Personnel System Exemptions,  and the Personnel Certification Program training in job evaluation. The detailed job evaluation glossary helps better understand the job evaluation process and system.

Because of changes and improvements to the job evaluation system and the fundamental role classes play in other human resources processes, the need for tracking and viewing those changes is very important. A class conversion history database has been created, in order to view those changes.
