State Chief Human Resources Officer and
Director of the Division of Human Resources
Deborah Layton-Root was appointed at the State’s chief human resources officer and director of the Division of Human Resources in April 2012. She has more than 20 years experience in human resources, and has a reputation for building partnerships and relationships with all the audiences touched by her work. She has managed projects ranging from training and talent management to compensation analysis for various large private corporations and nonprofit organizations.
Deborah is a U.S. Air Force veteran and graduated from California State University – Chico with a bachelor’s degree in psychology with a human relations emphasis. Her work history includes serving as a regional human resources manager for Home Depot, and director of human relations for the US operations of The Industrial Company, an entity of Kiewit Corporation. Her strong experience in corporate program development, recruitment, compensation and training makes Deborah an excellent fit for the demands of the state chief human resources officer.
Deborah’s commitment to youth and community shows in her work with nonprofit organizations, as well. Prior to coming to Colorado, Deborah served as the executive director of both the Chico, California Boys and Girls Club and Audubon Nature Center. Her work included serving as training and public relations director for the Sierra Cascade Girl Scout Council. She also taught human resources management at her alma mater.
Deborah has been married for 34 years, has four adult children, 8 grandchildren and lives in Longmont, Colorado.
