As part of the requirements to accept and use SFSF awards, states must
maintain fiscal year 2006 spending levels in 2009, 2010, and 2011 for
both K-12 and public institutions of higher education, or apply for a
waiver. After the Governor submitted the original SFSF application,
Colorado's revenues decreased significantly more than was expected and
the state must submit a request for the MOE waiver due to unexpected
education budget cuts.
