The Medical Services Board, within the Colorado Department of Health Care Policy and Financing, was created by the Legislature effective July 1, 1994. During the 2001 session, the Children's Basic Health Plan Policy Board was repealed and two members were added to the Medical Services Board. The Board now consists of eleven members appointed by the Governor and confirmed by the Senate. The members are persons who have a knowledge of medical assistance programs, and specifically, the two members appointed after the Children's Policy Board was disbanded have (1) experience with the delivery of health care and (2) experience or expertise in caring for medically underserved children. Additionally, each congressional district must be represented on the Board and no more than six members shall be of the same political party.


Board members do not receive compensation for their service, but are reimbursed reasonable expenses incurred in the performance of their official duties. Terms are four years and vacancies are filled for the remainder of the term by the Governor.

The Board has an elected president and vice-president.  Meetings are held the second Friday of the month beginning at 9:00 a.m., at the Capitol Center, 225 East 16th Avenue, 6th floor conference room in Denver. The Board holds meetings at locations out of the metro area when possible.  Past meetings have been held in Grand Junction, Greeley, Durango, Alamosa, Sterling, Lamar, Gunnison, Glenwood Springs, Trinidad, Montrose and Burlington in the past.

Powers and Duties of the Board


The Board has the authority to adopt rules that govern the Colorado Medicaid program and the Child Health Plan Plus program and that are in compliance with federal regulations administered by the Centers for Medicare and Medicaid Services. Medicaid is an entitlement program that allows any person who meets the eligibility criteria to receive necessary medical services covered by the program. The Board also has authority over the medically indigent, adult foster care and home care allowance programs.


The Board hears each proposed rule twice, to allow enough time for the public to participate in the process of rule adoption.
