Driving Privilege Under Restraint in Another State

If your driving privilege is under restraint on another state's motor vehicle record, that state must clear your name from the National Driver Register (NDR) as a victim of identity theft or provide a clearance letter verifying you are a separate person ("computer twin") from the one on the NDR.
