Gov. Ritter established his Blue Ribbon Transportation Finance and Implementation Panel in 2007. The group and its technical advisory council met dozens of times around Colorado and produced a "Report to Colorado" in January 2008 identifying the "quiet crisis" facing transportation funding in Colorado. In June 2008, Gov. Ritter directed the panel to embark on a public education campaign about the state's dire transportation funding situation.
