CO-RCSA SB251 Driver's Licenses and IDs

 Colorado Road and Community Safety Act (CO-RCSA SB251)

Senate Bill 13-251, The Colorado Road and Community Safety Act authorizes the issuance of a Colorado driver’s license, instruction permit or identification card to those individuals who either cannot demonstrate lawful presence in the U.S. or can only demonstrate temporary lawful presence in the U.S. beginning August 1, 2014.  The Division of Motor Vehicles (DMV) will be conducting workshops in July, August, and September to assist our customers (schedule is below).



For those unable to demonstrate lawful presence in the U.S.:


As of July 1, 2014, appointments can be made starting in August on the DMV web site or by calling 303-205-2335.  We are receiving higher than normal call volumes at this time. We appreciate your patience.


For those who are unable to demonstrate lawful presence, this program will be rolled out by appointment only and in five offices around the state to ensure that customers will receive service by employees trained in the new processes and procedures.  When scheduling your SB251 appointment, please click the orange button.

For those able to demonstrate temporary lawful presence in the U.S.:


If you are able to demonstrate temporary lawful presence in the U.S., you can apply at any of the state driver's license offices.  No appointment is necessary for a renewal, written test, application and review of documents, ID card or instruction permit.  However, you will need to make an appointment for a driving test.  You can make an appointment (use blue boxes) via our appointment scheduling website at the offices that have scheduling capabilities or call 303-205-5901 to schedule a driving test.
