Implementation of Colorado House Bill 2013-1288: Recommendations Report Regarding Uniform Sales and Use Tax Base
This is a broad overview of the timeline for the Uniform Sales and Use Tax Base project set forth by HB2013-1288.
September 2013: Begin engaging a technical writer in order to insure clarity in the creation of the report. Further research and analysis in the effects of the specific definitions of items, rate recommendations, and effects implementation would have on taxing jurisdictions.
Thursday, September 12, 2013, at 9 a.m. in the State Capitol, House Committee Room 109. Public meeting with industry, local governments, and legislators to discuss current status of the report.
October 2013: Begin writing the report. Hold a stakeholder/public meeting in order to ensure political support/that CDOR is carrying out the intent of the legislation.
November 2013: Have a rough draft of the report completed. Thoroughly analyze and make corrections.
December 2013: Present the report to the legislature and go over the details, address any corrections immediately.
December 31, 2013: Formally present the report to the legislature and public.
July 2013: Meetings with the Colorado Municipal League (CML), Colorado Counties, Inc. (CCI), and universities to formulate a detailed agenda, including determining the desired participation of each of these entities moving forward.
July 2013: Make a broad determination of what exactly needs to be done in the creation of the uniform tax base so we can move forward with specified research in desired areas.
Early August 2013: Public meeting to describe the proposed process and to provide a brief overview of what needs to be done. By the end of the month, have a further detailed description of the proposed uniform tax base, with clarification in certain areas through research and analysis. Further examine what software must be re-programmed in order to complete the project.
Wednesday, August 14, 2013 at 1 p.m. in the Colorado State Capitol, House Committee Room 111. The scope of the meeting will be to discuss the current status of the Uniform Sales and Use Tax Base Project and gather input from the public.
