ACF is the federal agency funding state, territory, local, and tribal organizations to provide family assistance (TANF), child support, child care, Head Start, child welfare, and other programs relating to children and families. Actual services are provided by tribal, state, county, or city governments, and public and private local grantees. ACF assists service providers through funding, policy direction, and information services.

Federally recognized tribes may apply directly to HHS to operate a TANF block grant program. Like states, tribes may use their TANF funding in any manner reasonably calculated to accomplish the purposes of TANF. Tribal TANF funds are directly subtracted from the state TANF grant and tribal grants require no matching funds.

ACF is committed to supporting programs and activities that prevent the occurrence and recurrence of abuse of Native American children. We directly fund tribes and tribal organizations for child abuse and neglect prevention efforts through the ACF Children’s Bureau. More information is available at cbexpress.acf.hhs.gov.

With the publication of Final Rules and Regulations for Tribal Child Support Enforcement in March 2004, Tribes and Tribal organizations can choose to operate a Title IV-D Tribal Child Support Enforcement Program.
