Behavioral Health Services Rebid Information

The Department of Health Care Policy and Financing (the Department) is preparing to rebid its contracts for behavioral health services for 2014. 


Background:  The Medicaid Community Mental Health Services Program provides comprehensive mental health services to Medicaid members in Colorado.  The Department currently contracts with 5 regional Behavioral Health Organizations (BHOs) to provide or arrange for these services.  The State is required by law to rebid these contracts every five years.  The current contracts expire June 30, 2014.  The Department is developing a Request for Proposals (RFP) for behavioral health services to take effect July 1, 2014.  The Department's goal is to achieve greater integration of care and to align systems of care.


Estimated Timeline for RFP Process


  • Publication of a draft RFP for stakeholder comment - Summer 2013.   
  • Publication of the final RFP for bidders - Fall 2013.  The RFP will be published on the Colorado Bid Information and Distribution System (BIDS) web site.  Interested bidders will need to register on BIDS before getting a copy of the RFP. 
  • Contractor selection and contract negotiation - Winter 2013/Spring 2014.  The new contract is expected to begin on July 1, 2014.

Draft RFP Posted

The Department posted a Draft Request for Proposals (RFP) on Colorado Bid Information and Distribution System (BIDS).  The RFP was posted as a Request for Information (RFI) to solicit feedback and comments on the reprocurement effort for the administration of the Behavioral Health Services Program.


The Department invites submission of your input on the RFI.
