Gov. Hickenlooper announces Boards & Commissions appointments

DENVER — Friday, July 11, 2014 — Gov. John Hickenlooper today announced several Boards and Commissions appointments. The appointments were to the Colorado Commission on the Aging, the Boxing Commission, the Council on Creative Industries, the Motor Vehicle Dealer Board, the Disability-Benefit Support Contract Committee, the Colorado Medical Board, the Peace Officer Post-Traumatic Stress Disorder Task Force, the Colorado Advisory Council for Persons with Disabilities, the Colorado Voter Access and Modernized Elections Commission, and the Peace Officers Standards and Training Board.


The Colorado Commission on the Aging conducts and encourages other organizations to conduct studies of the problems of the state’s elder people.  The Commission works to promote and aid in the establishment of local programs and services for the aging and aged.

  • Ruth Elaine Long of Fort Collins, to serve as a Democrat from Congressional District 2. Reappointed for a term expiring July 1, 2016;

  • Paulette St. James of Denver, to serve as a Democrat from Congressional District 1. Appointed for a term expiring July 1, 2018;

  • Celestino J. Santistevan of Rocky Ford, to serve as an Unaffiliated and as an at-large member from Congressional District 4. Appointed for a term expiring July 1, 2018;

  • Jody Barker of Colorado Springs, to serve as a Republican from Congressional District 5. Appointed for a term expiring July 1, 2018;

  • Bobbie Mecalo Sampson of Aurora, to serve as a Republican from Congressional District 6. Reappointed for a term expiring July 1, 2018;

  • Benjamin Moultrie of Aurora, to serve as a Democrat from Congressional District 6. Appointed for a term expiring July 1, 2018;

  • Christina Johnson of Lakewood, to serve as a Democrat from Congressional District 7. Appointed for a term expiring July 1, 2018.

 

The Boxing Commission shall regulate the conduct, promotion, and performance of live boxing and kickboxing matches in Colorado.  The Commission will oversee ticket sales, referee licensing, and qualifications for participants, including classification by weight and skill. Created by HB 00-1183.

  • Richard Paul Morales of Commerce City. Appointed for a term expiring June 27, 2017.


The Council on Creative Industries works to stimulate and encourage the development of the arts and humanities throughout the state.  The Council also looks at public interest in the arts and ways to increase public participation.

  • Allison Cowan Sarmo of Grand Junction. Reappointed for a term expiring July 1, 2017;

  • David Anthony Boger of Denver.  Reappointed for a term expiring July 1, 2017;

  • Kyle Zeppelin of Denver. Reappointed for a term expiring July 1, 2017;

  • Jesse Elliott of Denver. Appointed for a term expiring July 1, 2017;

  • Ameet V. Patel of Aurora. Appointed for a term expiring July 1, 2017.


The Motor Vehicle Dealer Board licenses and regulates motor vehicle dealers and salespersons.  It also works to resolve consumer complaints about dealers, holds hearings and orders corrective action.

  • Michael E. Jorgensen of Colorado Springs, to represent licensed motor vehicle dealers and occasioned by the resignation of John Joseph Schenden of Cherry Hills Village. Appointed for a term expiring June 30, 2015;

  • Edward Anthony Brownlee of Westminster, to represent licensed motor vehicle dealers and occasioned by the resignation of Beau Smith of Broomfield. Appointed for a term expiring June 30, 2016;

  • Joseph R. Gebhardt of Loveland, to represent licensed motor vehicle dealers. Reappointed for a term expiring June 30, 2017;

  • Justin James Franks of Denver, to represent used motor vehicle dealers. Appointed for a term expiring June 30, 2017;                                                

  • Robert Endter of Westminster, to represent the public. Appointed for a term expiring June 30, 2017.


The Disability-Benefit Support Contract Committee accepts and reviews proposals to fund projects or programs that study or pilot new and innovative ideas that will lead to an improved quality of life or increased independence for persons with disabilities.

  • Mark B. Simon of Golden, representing individuals who are disabled and are currently receiving disability benefits or have received application assistance. Reappointed for a term expiring July 1, 2017;

  • Donna L. Downing of Boulder, representing individuals who are disabled and are currently receiving disability benefits or have received application assistance. Reappointed for a term expiring July 1, 2017;

  • Julie Cee Farrar of Denver, representing individuals who are disabled and are currently receiving disability benefits or have received application assistance. Reappointed for a term expiring July 1, 2017.


The Colorado Medical Board reviews applications for medical licenses.  In cases involving any professional or ethical violations of the Medical Practices Act, the board holds hearings and assists the state’s district attorneys in the prosecution of all persons, firms, associations, or corporations charged with improper conduct.

  • Samara Epps of Brush, a doctor of osteopathy. Appointed for a term expiring May 3, 2018.


The  Peace Officer Post-Traumatic Stress Disorder Task Force shall research work-related peace officer post-traumatic stress disorder and other relevant topics as determined by the task force and report findings and make recommendations that include the best policies and practices for public employers of peace officers in Colorado concerning identification, prevention, treatment, covered workers' compensation claims, standardized pre-employment psychological screenings, and education of both management and employees on this mental health illness.

  • Karl W. Wilmes of Westminster, to serve as a task force member and as Co-Chair.  Appointed for a term expiring December 31, 2015.


The Colorado Advisory Council for Persons with Disabilities shall coordinate with state boards, advisory councils, and commissions established for or related to persons with disabilities. The Council will advise the Governor and General Assembly on legislation and state policy affecting persons with disabilities, and monitor the state’s implementation of Title II of the federal “Americans with Disabilities Act of 1990”. The Council will act as an additional entry point for public grievances regarding disability issues and referring those grievances to the appropriate state agency or personnel, and develop procedures relating to the council’s internal operations.

  • Chris M. Hinds of Denver, to serve as a person with disabilities from business and industry, disability advocacy organizations and other nonprofit organizations, and occasioned by the resignation of Jo Lynn Osborne of Lakewood, Colorado. Appointed for a term expiring October 7, 2015.


The Colorado Voter Access and Modernized Elections Commission shall evaluate the implementation of the “Voter Access and Modernized Elections Act” enacted in 2013.

  • Jayson Sime of Denver, an individual who has expertise on voting rights,  and occasioned by the resignation of Jessica Signa Danielson of Wheat Ridge, Colorado. Appointed for a term expiring June 1, 2015.


The Peace Officers Standards and Training Board oversees the certification of training programs, training academies and instructors of police officer candidates.  The Board also certifies qualified peace officers.

  • Michael John Phibbs of Castle Rock, to serve as a police chief. Appointed for a term expiring June 30, 1017;

  • David Alan Weaver of Parker, to serve as a county sheriff. Reappointed for a term expiring June 30, 1017;

  • Robert C. White of Denver, to serve as a police chief. Reappointed for a term expiring June 30, 1017.
