Gov. Hickenlooper announces Boards and Commissions Appointments

DENVER — Friday, Dec. 28, 2012 — Gov. John Hickenlooper announced several Boards and Commissions appointments today. The appointments were to the Colorado Children's’ Trust Fund Board; the Colorado Commission on Criminal and Juvenile Justice; the High-Performance Transportation Enterprise; the Juvenile Justice and Delinquency Prevention Advisory Council; the Medical Services Board; the Pinnacol Assurance Board of Directors; the Scientific and Cultural Facilities District; the State Board of Social Work Examiners; the State Rehabilitation Advisory Council; StudyColorado; and the Workers’ Compensations Cost Containment Board.

The Colorado Children's Trust Fund provides funding to programs throughout Colorado that focus on the prevention of child abuse and neglect. The fund is actively pursuing better lives for Colorado’s children by maintaining focus on the following two goals: reducing the incidence of child abuse and neglect for Colorado's children; and reducing the need for state intervention in child abuse prevention and education. The appointments must be confirmed by the Colorado Senate. The members appointed for terms expiring Nov. 7, 2015:

Laura Jean Hazen of Centennial, to serve as a member with knowledge of child abuse prevention.
Beth Ann Klein of Erie, to serve as a member with knowledge of child abuse prevention.

The Colorado Commission on Criminal and Juvenile Justice is comprised of experts in criminal justice, corrections, mental health, drug abuse, victims’ rights, higher education, juvenile justice, local government, and other pertinent disciplines. The commission was formed to engage in an evidence-based analysis of the criminal justice system in Colorado and annually report to the governor, the Speaker of the House of Representatives, the President of the Senate, and the Chief Justice of the Colorado Supreme Court. The members appointed for terms expiring June. 30, 2015:

David Joseph Young of Thornton, to serve as an elected district attorney.
Peter A. Weir of Golden, to serve as an elected district attorney.

The High-Performance Transportation Enterprise was created to seek out opportunities for public-private partnerships for the purpose of completing surface transportation infrastructure projects. The Transportation Enterprise should have sufficient flexibility, consistent with the requirements of the state constitution, to pursue any available means of financing such surface transportation projects that will allow the efficient completion of the projects. The member appointed for a term expiring Oct. 11, 2015:

Don Willis Marostica of Loveland, to serve as a member who resides within the planning area of the north front range metropolitan planning organization, and who has professional expertise in transportation planning or development, local government, design-build contracting, public or private finance, engineering, environmental issues, or any other area that the governor believes will benefit the board in the execution of its powers and performance of its duties.

The Juvenile Justice and Delinquency Prevention Advisory Council advises the Division of Criminal Justice and the Governor on matters pertaining to juvenile justice in Colorado. The council assists, reviews and approves the annual Juvenile Justice and Delinquency Prevention Plan. The member appointed for a term expiring July 31, 2016:

Matthew Manuel Espinoza of Westminster, to serve as a youth member.

The Medical Services Board adopts the rules and regulations that govern the operation of the Colorado Medicaid Program, Colorado Indigent Care Program, Adult Foster Care Program and Home Care Allowance. The regulations adopted by the board will direct the efforts of the State in defining eligibility and the benefits for these programs, the rights and obligations of clients receiving benefits, and the payment of vendors providing health care services. The board provides advice and consultation to the State Board of Human Services in connection with the administration of the Old Age Pension Health and Medical Fund. The appointments must be confirmed by the Colorado Senate. The members appointed with terms expiring July 1, 2016:

Donna Marie Roberts of Wray, to serve as a resident of the 4th Congressional District, with knowledge of medical assistance programs, and as a Democrat.
Brenda LaCombe of Pueblo, to serve as a resident of the 3rd Congressional District, with knowledge of medical assistance programs, and as a Democrat, reappointed.
Mary E. Young of Alamosa, to serve as a resident of the 3rd Congressional District and as an Unaffiliated, with experience in caring for medically underserved children.

The Pinnacol Assurance Board of Directors promulgates rules and regulations pertaining to the operation and administration of the Colorado Pinnacol Assurance Fund. The appointments must be confirmed by the Colorado Senate. The member appointed for a term expiring Jan.1, 2017:

Howard L. Carver of Silverthorne, to serve as a member who has experience in the management and operation of insurance companies, not competing with Pinnacol Assurance, and occasioned by the resignation of Marcia Ann Benshoof of Highlands Ranch.

The members appointed for terms effective Jan. 1, 2013 and expiring Jan. 1, 2018:

Joseph A. Hoff of Greeley, a farmer or employer whose liability is insured by Pinnacol.
Harold R. Logan Jr. of Denver, to serve as a member who has experience in finance or investments, but is not an employer whose liability is insured by Pinnacol Assurance, reappointed.
Joshua Lucas McFarland of Denver, to serve as a member who is an employee of an employer whose liability is insured by Pinnacol.
Patricia Louise Peterson of Monument,to serve as a member who is an employee of an employer whose liability is insured by Pinnacol.

The Scientific and Cultural Facilities District preserves and develops scientific and cultural facilities for the economic development and tourism to maintain and promote such facilities. The member appointed for a term expiring May 15, 2015:

Harold R. Logan Jr. of Denver, to serve as a member and occasioned by the resignation of David J. Montez of Denver.

The State Board of Social Work Examiners licenses social workers in Colorado and conducts hearings concerning complaints against licensed social workers. The member appointed for a term expiring June 30, 2014:

Catherine Anne Seal of Woodland Park, to serve as a public member and occasioned by the resignation of MaryAnn Roldan, Ed. D of Pueblo.

The State Rehabilitation Advisory Council was created to advise state Rehabilitation Services on the provision of appropriate and quality services to its customers. The council advises only; it is not a governing board and has no fiscal responsibilities. A majority of its members must be persons with disabilities. The member appointed for a term expiring Aug. 1, 2013:

Buna Dahal of Centennial, to serve as a representative of the Statewide Independent Living Council, and occasioned by the resignation of Debra Petersen of Broomfield.

The members appointed for terms expiring Aug. 1, 2015:

Joshua K, Winkler of Aurora, to serve as a representative of the Colorado Developmental Disabilities Council.
Debra Petersen of Broomfield, to serve as an at-large public member.
Karla Jeanne Grazier of Colorado Springs, to serve as a representative from the Colorado Workforce Development Council.

The mission of StudyColorado is to attract international students to Colorado through the unified outreach efforts of state government, higher education and the business community. StudyColorado is developing a statewide higher education brand for state leaders to promote Colorado higher education internationally, while providing a forum for the exchange of information related to international education and also helping to create a welcoming culture for international students and visitors. The members appointed for terms expiring Feb. 1, 2016:

Karen S. de Bartolome of Boulder, to serve as a representative of the business community.
Ardon Barry Hirshfeld Jr. of Denver, to serve as a representative of the business community.

The Workers’ Compensations Cost Containment Board is responsible for promoting cost containment and risk management programs in the administration of Workers’ Compensation Programs. The appointments must be confirmed by the Colorado Senate. The members appointed with terms expiring Dec.13, 2015:

Richard C. Zellen Jr. of Arvada, to serve as an employer with good risk management experience with respect to their workers’ compensation insurance, reappointed.
Jerry L. Mosley of Golden, to serve as an employer with good risk management experience with respect to their workers’ compensation insurance, reappointed.
