The Governor’s Office of Policy and Research gathers information and provides analysis on a wide range of federal, state and local issues that come to the attention of the Governor. The staff assists the Governor in developing and monitoring public policies, as well as analyzing all legislation that is considered each session. The office also proactively assists in implementing the Governor’s policy agenda, in collaboration with the Governor’s cabinet. The office also staffs the Governor for his participation in:
• The National Governors Association (Governor Hickenlooper is on the Executive Committee)
• The Western Governors’ Association (Governor Hickenlooper is the vice Chair and and incoming Chair 2013-14)
• The Education Commission of the States (Governor Hickenlooper is the Chair)
• Western Governor’s University (Governor Hickenlooper is on the Board)
Alan Salazar manages the Office of Policy, Research and Legislative Affairs for the Governor and Lisa Carpenter is the Deputy Director and policy staff manager. Doug Young is the Senior Policy Advisor who oversees the staff and interns. Christine Scanlan is Director of Legislative Affiars and David Archer is Deputy Director of Legislative Affairs.

Chief Strategy Officer
Director of Policy and Research, Legislative Affairs and Communications
Alan Salazar serves as the Chief Strategy Officer and Director of the Office of Policy and Research, the Office of Legislative Affairs and the Office of Communications for Governor Hickenlooper. He is responsible for formulating and implementing the policy and legislative agenda for the administration and is the Governor’s senior advisor for all strategic decisions and initiatives. Alan has served in various policy roles for former U.S. Senators Gary Hart and Tim Wirth and later as the Policy Director and Deputy Chief of Staff for Governor Roy Romer. Returning to the federal government in 1999, Alan was Chief of Staff to U.S. Rep. Mark Udall for 10 years. In 2008, he was Chairman of the successful Udall for Colorado campaign and was the Senator’s Chief Policy and Political Advisor until 2011. In 2010, Alan served as the Chairman of the Hickenlooper for Colorado Campaign.
Director of Legislative Affairs and Strategic Initiatives
Senior Education Policy Advisor
Christine Scanlan serves as the Director of Legislative Affairs and Strategic Initiatives and as the Senior Education Policy Advisor for Governor John W. Hickenlooper. As the Director of Legislative Affairs Christine manages the Governor’s policy agenda, oversees the executive agencies’ Legislative Liaisons and works closely with members of the Colorado General Assembly. Christine also serves as point for the Governor on strategic state initiatives including education, forest health, and economic development. From January 2008 until December 2010, Christine served as the State Representative for House District 56 and was House Majority Whip. In her first year at the statehouse, Rep. Scanlan carried Governor Ritter’s landmark education reform bill, Senate Bill 212 – CAP4K and was the House sponsor for Senate Bill 191, a nationally recognized model legislation that reforms teacher and principal evaluation systems while promoting educator effectiveness and leadership in schools.

Cally is responsible for ensuring the Governor’s Legislative Affairs office has the most up-to-date information on the status of legislative proposals and manages the bill signing process for the executive office. She works closely with the executive agencies’ legislative liaisons, serves as the main point of contact to the General Assembly, and maintains constant communication with the Governor’s policy and budget offices. Cally is also responsible for maintaining Christine’s schedule and supervising the interns in the Governor’s Legislative Affairs Office. Cally previously served as a Legislative Assistant in the Denver Mayor’s Office and holds a Masters of Public Administration from the University of Colorado at Denver.
