While market conditions have led to significant price fluxuations for fuel, vehicles, energy, and other materials and goods over the last several fiscal years, DCS is once again able to offer its services at the lowest possible cost to state agencies.  DCS sets its rates to recover all costs without profit while remaining competitive with the private sector.  We keep rates competitive by conducting a bi-annual rate comparison study;  planning with key customers to manage volumes to create economies of scale; pursuing alternative funding strategies, including grants; and maintaining a constant focus on productivity improvement and process efficiency.
