Housing Opportunities for Persons with AIDS (HOPWA)
The HOPWA program was established under the AIDS Opportunity Act, and amended by the Housing and Community Development Act of 1992 (Pub. L. 102-550 approved October 28, 1992). It is the only Federal program dedicated to the housing needs of people living with HIV/AIDS. The HOPWA program provides housing assistance and related supportive services to meet the specific needs of low-income people with HIV and/or AIDS, who as a group experience a high rate of homelessness and difficulty remaining housed because of the nature of their illness. DOLA receives these funds via an annual formula allocation based on the number of people with HIV/AIDS in the state outside of the Denver MSA. As specified in our Consolidated Plan, DOH accomplishes this by granting the funds to a subrecipient, Colorado AIDS Project, which in turn distributes funds to Boulder County AIDS Project, Northern Colorado AIDS Project, Southern Colorado AIDS Project and Western Colorado AIDS Project according to need in their respective areas. The funding is primarily used to provide rental assistance and supportive housing services.
